Pourquoi l'intelligence économique est une chimère qui mord ?
Régulièrement je me dis que je devrais écrire des articles de fond sur le thème de l'intelligence économique plutôt que des billets renvoyant vers des articles trouvés ici et là. L'IE c'est en effet le moteur de mon activité sur ce blog, et même de mon activité tout court. Pourquoi est-ce que je n'y consacre pas plus de billets depuis 8 ans ? Peut-être parce que l’intelligence économique ne se paye pas de mots, ne se satisfait pas de généralités… Une fois qu'on a dit :
- qu’elle a à peu près autant de définitions que d'auteurs,
- qu'elle ne doit pas être confondue avec l'espionnage économique (malgré l'ambiguïté entretenue par nombre d'acteurs du secteur),
- qu’elle regroupe des pratiques adaptables (pas toutes, pas n’importe comment) à tous types d’entités : PME, grandes entreprises, organisations non-gouvernementales, associations, régions, administrations,...
- qu’elle recouvre plusieurs dimensions : management, veille, analyse, KM, protection et influence,...
C'est qu'il faut alors entrer dans les détails, et là on ne parle plus d'intelligence économique mais de chacune des dimensions évoquées ci-dessus et l'on entre alors dans le domaines des spécialistes et des experts. C’est la raison pour laquelle il m'a semblé plus simple d'approcher le sujet par un livre regroupant des expertises. C’était tout simplement le seul support pouvant prétendre à un début d'exhaustivité et je dis bien un début car, du fait des contraintes éditoriales liées à la collection « Boîte à outils », Nicolas Moinet et moi-même avons dû renoncer à une bonne vingtaine d’« outils » (et nous aurions pu en lister bien d’autres).
L'intelligence économique est en train de devenir une discipline universitaire et c’est tant mieux. C’est sans doute par cette sensibilisation que l’on arrivera à lever l’ambiguïté sur ses pratiques et à donner une meilleure compréhension globale de ses objectifs. Le risque serait toutefois de lui faire subir un traitement trop académique, c'est-à-dire de la disséquer (comme nous l’avons fait dans le livre) sans prendre le temps de remettre en place les morceaux et d’en montrer la dynamique (comme nous avons tenté de le faire dans le livre).
La question centrale est classique, c’est celle de la relation du tout aux parties : soit on considère que l'IE ce n'est finalement que de la veille + du marketing stratégique + du lobbying +... et qu'on peut finalement traiter chaque partie indépendamment du tout. Soit l'on considère que la somme des parties est supérieure au tout. Le fait est qu'il n'y a pas une vérité sur la question mais des décisions en acte. Des décisions et donc des décideurs prêt à prendre des risques pour améliorer les performances de leur organisation, trouver de nouveaux leviers de différenciation d’avec la concurrence, innover,…
Le décideur qui décide que l'IE doit exister va donc :
- tenter de mettre son organisation en intelligence avec son environnement (veille, influence)
- faire en sorte qu’elle œuvre en bonne intelligence avec ses clients/usagers/partenaires et pourquoi pas, concurrents (coopétition, collaboration, benchmarking)
- mettre en place les conditions d’émergence de l’intelligence collective en interne (knowledge management)
Ils ont raison mais oublient une chose : la Chimère, la vraie, a eu une action sur les hommes qui y ont cru. La crainte qu’elle engendrait les a amené à faire des choix : modifier leur route pour l’éviter ou mener des actions héroïques pour la tuer et se couvrir de gloire. La chimère intelligence économique devient plus qu’un assemblage de morceaux dès lors qu’une volonté découlant d'une vision lui donne vie. C’est une chimère en prise sur le réel, une chimère qui mord.
